State structures are tens and hundreds of thousands of local officials who have not only power, but also information that is not available to most citizens. As a result of this information asymmetry, we only know about power what it allows us to know. We often hear triumphant statements about the accomplishment of the set goals, backed up by impressive figures in the reports of ministries, agencies and high-ranking officials. But our entire daily experience—whether we go to the clinic or pharmacy, drive our own car or take public transport, try to send our child to kindergarten or get the benefits due—simply screams at us: nothing changes! Why it happens? With the help of practical examples, the author of the book reveals how unscrupulous officials create the appearance of achieving results, masterfully juggling words and numbers, and tells how to resist these manipulations. Based on personal experience of organizing public control, the author calls for the creation of an understandable and accessible (and not fictitious, as it is now) form of an open state system and defends civic activity as an important means in the struggle for the effectiveness of power.
